The National Regulatory Authority for Communications and Information Technology has announced today that starting May 12, 2008 shall allot to the telephone service providers short geographic numbers in the 0Z = 03 domain for local general interest services, more precisely, the seven digit numbers (national prefix “0”+6 digit geographic numbers in the 0Z = 03 domain).

The operators shall be able to use these numbers in order to provide certain public services of interest for citizens living in certain counties, as well as for services commercially-based and addressed to local communities (taxi, public utilities, technical assistance).

The form of these numbers for Bucharest and Ilfov county will be 0319XXX, whereas for the other 40 counties it will be 03AB9XX (where AB may range between 30 and 69). The numbers shall be allotted in ranges of ten, and the holders of the licences for the use of these numbering resources shall pay to ANRCTI on an annual basis a RON 350 tariff for each numbering range.

This category of short numbers for local general interest services was created with the latest amendments brought to the National Numbering Plan (PNN), by adding the national prefix and the geographic area code to the previously dialled three-four digit numbers, which were used only by Romtelecom (for instance, 0248956 – 0Z = 02 si 0Z = 03 Arges Gendarmerie, 0267956 – Covasna Gendarmerie, 0219361 – Bucharest TAROM Information). Allocation of short numbers to other providers became thus possible, approximately 8,500 numbers of 10,000 in the 0Z = 02 and 0Z = 03 domain (2,000 for Bucharest and Ilfov and 200 for each county) being available at present.

The providers of electronic communications services interested in gaining a licence for the use of the numbering resources for short geographic numbers dedicated to local general interest services may submit requests in this regard starting May 12, 2008, in compliance with ANRCTI President’s Decision no.2896/2007 on the procedure for requesting and granting the licences or the use of numbering resources.
