From 1 January 2022, the voice termination rates for both mobile and fixed services in Romania will decrease following the implementation of the Commission Delegated Regulation (EU) 2021/654. Thus, the mobile telephony operators on the Romanian market will charge 0.55 eurocents/minute for terminating mobile voice calls on their individual networks, while the fixed telephony operators will charge 0.07 eurocents/minute for terminating fixed voice calls on their individual networks.

Maximum mobile voice termination rate

The mobile voice call termination rate will be reduced by almost 22% compared to the current one and will be charged by all the mobile operators designated as having significant power on the market for call terminationonindividual public telephone networksprovided at a mobile location.

The Commission Regulation also sets the maximum rates for the next years, to be applied in Romania, as well, as follows:

– 0.4 eurocents/minute between 1 January and 31 December 2023;

– 0.2 eurocents/minute from 1 January 2024.

Maximum fixed voice termination rate

The fixed voice call termination rate will be diminished by approximately 10% compared to the current one and will be charged by all the fixed operators designated as having significant power on the market for call terminationonindividual public telephone networksprovided at a fixed location. This is the last tariff reduction provided by the Regulation.

Termination rates

A termination rate is the price paid by a telephone service provider to another operator on whose network the call made by the former’s users is terminated. This price is included in the tariff applied to the end-user initiating the call.
