Following its publication in the Official Gazzette of Romania, Part I, no. 25/17.01.2003, Decision no.141/2002 of the President of the National Regulatory Authority for Communications regading the Procedure for Application and Granting the Licenses for the Use of the Numbering Resources in the National Numbering Plan is effectual.

“The providers of telephony services who have notified ANRC, may now send in applications for the allottment of numbering tranches. The applications will be analysed by a commission that meets whenevery necessary, but at least once a month, to search the evolution of the national numbering plan and to answer the applications for numbering tranches. We will not charge taxes for the allottment of the numbering tranches,” declared the president of ANRC, Ion Smeeianu.

The following numbering resources may be the object of the Licenses for the Use of the Numbering Resources (LURN):
a) Tranches of 100.000 and 10.000 numbers from national fixed telephony numbers, mentioned in the 2002 National Numbering Plan, with 0Z = 02 and 0Z = 03;
b) Tranches of 1.000.000 and 100.000 numbers from the national numbers closed for mobile communications, with 0Z = 07;
c) Tranches of 1000 numbers the national numbers closed for services with special tarrifs, where 0Z = 08 and, respectively, 0Z = 09;
d) Individual codes of the type 10xyz for carriers.
The application for the granting of LURN includes, among other data: the name of and the coordinates of the applicant, the numbering resources requested according to the destination estabilshed by the 2002 National Numbering Plan, the duration for which LURN is solicited, the area covered by the service.

The License is granted within at most 3 weeks from the registration of the application, except for those licenses that are granted by a competitive or comparative selection procedure, in which case the term is of at most 6 weeks. If the same numbering resources are the object of several requests, the commission will examine the applications in the order of their registration. If all conditions are met, the commission will grant LURN for the requested numbering resources to the first applicant.

The License can be suspended by ANRC at the Holder’s request, when the Holder does not observe the conditions for the use of the numbering resources or if the Holder has not used any of the numbers during the past 12 months.
