24.04.2007 ”The National Regulatory Authority for Communications and Information Technology took over the specific attributions of the Inspectorate General for Communications and Information Technology in the fields of radio-communications, audio-visual communications, radio and electronic communications terminal equipments. This was one of the objectives established by Chapter 20 of the Government’s programme, as a necessary step in view of our alignment to the European model in the communications and information technology domain”, Dan Georgescu, the President of ANRCTI, declared yesterday, April 23, 2007, when the Government Emergency Ordinance no.25/2007 on the establishment of certain measures in view of re-organising the Government’s working apparatus was published in the Romanian Official Journal. The Inspectorate General for Communications and Information Technology (IGCTI) is thereby abolished and ANRCTI, based on the takeover protocol, takes over the budget, financing resources, personnel, rights and obligations of the former IGCTI. “The multitude of Romanian institutions with attributions in the administration and regulation of electronic communications and information technology fields was generating various complications, both in the relations with the operators and services providers and with the citizens. ANRCTI’s taking over IGCTI’s attributions shall lead to a better national and international coordination of the activity in the field, to the bureaucracy reduction, as well as to industry savings in what concerns the financial and time resources. ANRCTI shall be the institution to grant both the general authorisation and the licences for the use of the frequency spectrum as well as for the use of numbering resources”, Dan Georgescu added. The specific attributions regarding the operation at national level of the information systems of the central public administration destined to the electronic government (www.e-guvernare.ro, www.e-licitatie.ro, www.autorizatiiauto.ro) shall be overtaken by the National Authority for Information Society Services, established and operating as a public institution subordinated to the Ministry of Communications and Information Technology. According to the provisions of the Government Emergency Ordinance no.25/2007, within 15 days since the date of its entry into force, ANRCTI shall submit to the Government, for adoption, the draft decision regarding the approval of the new Regulation on its organisation and operation, while the takeover protocol will be completed within 30 days.
