Today, July 31, 2007, at the headquarters of the National Regulatory Authority for Communications and Information Technology (ANRCTI) took place the opening of the offers submitted for the installation of telecentres in other 131 localities in the rural area, for which ANRCTI has organised a tender in June 2007.

The following companies submitted offers for the installation of telecentres in these 131 localities: S.C. 2K Telecom S.A., S.C. Accessnet International S.A., S.C. Adisam Telecom S.A., S.C. Orange Romania S.A., S.C. Rartel S.A., National Society for Radiocommunications S.A. and S.C. Vodafone Romania S.A.

The 131 villages have been chosen from the localities with low or without access to the communications services. Moreover, these localities’ mayoralties expressed their interest in participating in the national programme for the installation of telecentres, launched by ANRCTI, and fully committed to support the administration costs related to the telecentres.

Following the analysis of the files submitted by the above seven companies, ANRCTI will designate the universal service provider for each locality. Each provider whose offer wins the tender shall have the obligation to install a telecentre in the locality or localities assigned to him, thus offering to the inhabitants the opportunity of initiating and receiving local, national and international telephone calls, as well as of using the Internet and fax services.

The main criteria on which ANRCTI designates the winning offers are the net cost (the requested subvention) for the installation of the access link and equipments, as well as:

– previous experience in providing services within the scope of Universal Service;

– retail tariffs to be charged within the telecentre;

– manner of ensuring the access to emergency calls;

– provision of additional services;

– ensuring additional equipments (such as a copier);

– period necessary to render the telecentre operational.

The financial proposal will weight 70% within the total score granted to each offer.

The net cost for the installation of the telecentre will be compensated from the Universal Service fund. The telecentres shall be installed progressively by end-2007.

This is the sixth tender ANRCTI has organised as part of the national programme for the installation of telecentres. The five tenders launched so far finalised with the designation of six companies which committed to install 331 telecentres. 218 telecentres are already functional, whereas the other 113 shall be installed progressively until the end of the third quarter of 2007.
