On the occasion of the 2010 ITU Council Session, the National Authority for Management and Regulation in Communications (ANCOM) together with the Ministry of Communications and Information Society and the Permanent Mission of Romania to the United Nations Office in Geneva, as well as with the international organisations in Switzerland launched, in Geneva, Romania’s candidacy for the election in the Council of the International Telecommunication Union (ITU) during the 18th ITU Plenipotentiary Conference which is to take place in this year’s fall. Furthermore, on this occasion Romania’s candidacy for the post of member of the ITU Radio Regulations Board (RRB) was also announced on this occasion.

It is for the first time when Romania proposes a candidate for a seat in one of ITU’s permanent structures – the Radio Regulations Board of the Radiocommunications Sector, ITU-R -, namely Mr. Aurelian Sorinel Calinciuc, ANCOM specialist with a wide experience and involvement in the works of the international radiocommunication organisations.

“It is a real joy and honour that a specialist from the Regulatory Authority is proposed as Romania’s candidate for a post of member of the Radio Regulations Board within the International Telecommunication Union. This is again proof of the expertise and quality proven on various occasions by the ANCOM specialists. I put my trust in the candidacy of Mr. Aurelian Sorinel Calinciuc, a true specialist, fully dedicated to the radiocommunications field”, Mr. Catalin Marinescu, the President of ANCOM, stated at the reception organised for the launch of Romania’s candidacies, in the presence of the highest officials of the International Telecommunication Union, of the UN Member States’ ambassadors, as well as of the representatives of the delegations attending the Council Session.

Mr. Aurelian Sorinel Calinciuc has been the president of the Committee RAINWAT (Regional Arrangement concerning the Radiotelephone Service on INland WATerways) for more than 8 years. During his mandate, he coordinated the issuance of a series of rules which trigerred amendments to the applicable regulations of certain important European countries, both members af the European Union and non-members. Under his chairmanship, the Committee succeeded also to harmonise the regulations applicable to the ships entering the European inland waterways and sailing under the flags of non-RAINWAT countries with the provisions of the Regional Arrangement. In February 2008, Mr. Aurelian Sorinel Calinciuc was elected member in the CEPT (European Conference of Postal and Telecommunications Administrations) preparatory team for the 2012 World Radiocommunication Conference (WRC-12). As European coordinator for Agenda Item 1.10 for WRC-12 (which deals with enhancing maritime safety systems and ship and port security against terrorist and pirate threats), Mr. Aurelian Sorinel Calinciuc is responsible for harmonising the CEPT Member States’ positions and elaborating the European Common Positions (ECPs) for the world radiocommunication conference.

ITU is the specialised institution of the United Nations (UN), based in Geneva, whose main role is to ensure the cooperation between the governmental and the private sectors in view of the development of the information and communication technologies sector at the level of infrastructure and services, aiming at supporting the process of world economic and social development. Established in 1866, ITU currently counts 191 Member States and more than 700 Sector Members and Associates. It comprises 3 sectors: radiocommunication, telecommunication standardization and telecommunication development. Romania has been a member of the ITU ever since 1866 and, starting 1994, is Member of the ITU Council, together with other 12 countries, holding 4 consecutive mandates as a representative of Region C – Eastern Europe and Northern Asia.
