Between 15 September and 29 October 2016, the Romanian National Authority for Management and Regulation in Communications (ANCOM), through its regional divisions of Bucharest, Cluj, Iasi and Timis, is organising examination sessions for those who wish to obtain radio amateur and, respectively, radio operator certificates in the land mobile service.
The examinations for thecertificates of radio operators in the land mobile servicewill be held between15-16 September2016in Timișoara, on28 September2016in Cluj, on 1 October 2016in Iași and between 12 -13 October 2016in Bucharest. The examinations for theradio amateur certificateswill be held on4 October2016in Timisoara, on19 – 20 October2016in Bucharest, on22 October 2016in Cluj and on29 October 2016in Iasi. The interested persons may register by submitting an application, along with a copy of the applicant’s ID document and a passport-type colour photo. Additionally, applicants for the certificate of radio operator in the land mobile service need to provide the proof of secondary school graduation (5thto 8thgrades).
In order to operate radiocommunications networks, the employees of companies that own or operate land mobile radiocommunications networks must hold a radio operator’s certificate. Such companies usually operate in domains such as: industry, utility production, transport and distribution at a national level of public utilities, transportation, constructions and public works, agriculture, forestry, security and protection of privacy, public protection, public health, community management services etc.
It is worth mentioning that the users of mobile stations embedded in various equipment or cars (e.g. the taxi drivers) or the users of portable stations (used for short distance individual communication) do not have the obligation to hold radio operator certificates. According to the legal provisions, such obligation is exclusively incumbent upon the persons in charge with radiocommunications and upon the operators of the co-ordination stations (the stations managing the traffic within the radiocommunications networks). At present, there are9,460valid operator certificates for the radiocommunications stations in the land mobile service in Romania.
Radio amateurism is mainly a hobby, with yet a profound competitive side on both local and international levels. Furthermore, radio amateurism allows for developing abilities in using the radiocommunications stations, for knowing in-depth the phenomenon of radio propagation in various frequency bands, or for manufacturing and testing radiocommunications equipment. Moreover, radio amateurs can sometimes take part, together with the relevant public institutions, in ensuring radiocommunications under emergency situations. InRomania,ANCOM has issued4,048 radio amateur certificates so far.
