ANCOM and ANRCETI publishes the joint report on the evolution of the bilateral roaming between Romania and the Republic of Moldova in 2024. The report highlights the significant progress made in the three years of implementation of the Agreement on the reduction of tariffs for roaming services and international calls between the two countries.
Concluded in 2022, the Agreement has generated tangible benefits for the citizens of both countries, by substantially reducing the tariffs for roaming services. The implementation of the Agreement continues until the Republic of Moldova will be included in EU’s "Roam like at home", which is expected to happen on 1 January 2026.

Continued growth in internet and data roaming
The evolution of bilateral roaming in 2024 is based on all the growth sources witnessed in previous years: more intensive consumption of services, more users of roaming services and longer roaming intervals.
Bilateral roaming internet consumption has seen a remarkable increase in 2024, reaching the 1 million GB threshold. 75% of this increase is due to a growth in the intensity of data consumption, 14% was generated by the growing number of roaming users, and the rest is due to the users’ extending the roaming duration.
In 2024, the average cost of a day of bilateral roaming remained the same as in 2023, with a significant increase (42%) in daily internet traffic. Thus, a day of internet roaming in the neighbouring state meant, on average, a traffic of 175 MB for users from Romania roaming in the Republic of Moldova.
Higher traffic of roaming calls
Roaming calls based on telephone numbering also registered significant increases, especially among users from the Republic of Moldova roaming in Romania. They generated approximately 30% more minutes of outgoing and incoming calls, respectively, compared to the previous year. In the case of Romanian users roaming in the Republic of Moldova, voice traffic increased by 6% for outgoing calls and by 8% for incoming calls.
Background info on The Agreement
On 11 February 2022, the governments of Romania and of the Republic of Moldova signed an Agreement on reducing tariffs for the provision of international roaming services and international calls between the two countries. TheAgreement is implemented with the support of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) of the Republic of Moldova, respectively of Romania’s National Authority for Management and Regulation in Communications (ANCOM). The Agreement aims to create the framework for collaboration between the two countries to sustainably reduce tariffs for the provision of international roaming services on the retail market (calls, SMS and data), respectively of international calls between the two countries. The Agreement will continue to be applied during 2025, and from 1 January 2026, the Republic of Moldova will be included in the European "Roam like at home" system.
